A new draft of the Elvin Client Protocol specification has been
published today: draft-elvin-client-40-04

Changes:
- Fixed error code to be returned for unknown sub_id in SubModRqst
- Fixed 'exists' to 'require' in subscription language ABNF
- Fixed more ABNF issues with functions
