[elvin-announce] Elvin Federation Protocol 1.0 draft 0

I've published the first draft of the Elvin Federation Protocol,
version 1.0, today

It's fairly minimal, but should be enough to get a basic
implementation compatible with the Mantara router.

Note that the Mantara router also implements a later version of this
protocol (1.1), which adds a FedSubDiff packet (to modify an
already-registered pull_filter) and changes the representation of AST
nodes in order to do so.

I'll try to publish details of that protocol ASAP.
